params: add letizia_mouse and nicotine_hippo_mm10 projects

Parameter files for the two mouse projects (GRCm39 and mm10, contig chrM, mouse
region beds, no haplogroup or heteroplasmy). nicotine_hippo_mm10/modkit.yaml keeps
methyl_scope: genome as a record of how that project ran; the genome scope itself
lives on feat/microbiota and this branch ignores the key.
